If someone had undertaken a proper cost-benefit analysis of the construction of the Settle to Carlisle railway line, it would probably have never been built. If someone had conducted a proper economic analysis of the future viability of the line when it was threatened with closure forty years ago, it would probably have never been saved. In both cases, thank goodness they didn’t.
